Guidance on Freedom of Speech for Students

The Code of Practice on Freedom of Speech (PDF 922KB) (opens in a new tab) sets out the principles and procedures to be followed to ensure we comply with our duties to protect freedom of speech. 

What is Freedom of Speech?

Freedom of speech means everyone has the right to express lawful views and opinions freely, in speech or in writing, without interference.

We strongly recommend and encourage all students to on the student intranet. This will ensure you understand more about Freedom of Speech, its application at University, and how it contributes to free and open debate in higher education.

Who does the Code of Practice for Freedom of Speech apply to?

The Code of Practice applies to:

  • All members, staff, and students of the University, and
  • Visiting speakers and all other persons invited to speak by the University or by its staff and students.

When and where does the Code of Practice apply?

The Code of Practice applies to a range of university activities, including meetings, events and demonstrations, and in teaching and research settings.

For meetings, events and demonstrations, the Code of Practice applies to:

  • all events, demonstrations, protests and other events organised by a member of staff or student of the University,
  • events organised by individuals or groups using the University name, funding, branding or facilities.

It is particularly relevant to the following activities (although this list is not exhaustive):

  • events with a visiting speaker;
  • public meetings, arranged internally or externally, and held physically or virtually;
  • demonstrations, protests or marches on campus;

How does the Code of Practice apply to the Guild of Students?

The Code of Practice also applies to activities organised by recognised student societies of the Guild. The Guild has a process in place to consider and record activities and visiting speakers pursuant to this Code.

I am a student organising an event, how do I ensure my event is compliant with the Code of Practice for Freedom of Speech?

Students who wish to organise an event or activity should do so as part of a Guild-affiliated society. Such events/activities should follow the . This process will determine whether an activity needs to be escalated for additional approval by the University before it can go ahead.

If you are organising an event not as part of a Guild-affiliated society, for example, as an extracurricular activity on your programme, then you should seek approval from the relevant Head of School. As part of the approval process, you may be required to submit an to gain University approval before your event can go ahead. This is only required if there are particular sensitivities or risks associated with the event and/or any visiting speakers. The Head of School (or other authority) should advise whether an Event Authorisation Form is required, so if you are not sure please contact them first for advice and guidance.
